01 — 1933–1935

The Vision

Construction began in 1933, in the earliest years of the New Deal, when the federal government partnered with private developers to build thoughtfully planned housing. Designed by architect Theodore H. Engelhardt with landscape architect C. N. Lowrie for the Cord Meyer Development Corporation, Boulevard Gardens became one of the nation’s first successful federally financed residential communities.

Its Georgian Colonial architecture, generous setbacks, and landscaped courtyards reflected ideas decades ahead of their time. When the first residents arrived in 1935, they moved into something rare: a community designed, from the very beginning, around how people actually wanted to live.

02 — The Master Plan

A garden community, by design

Long before “open space” became a marketing term, Boulevard Gardens was built around it. Occupying nearly twelve acres, the original master plan devoted most of the property not to buildings but to landscaped lawns, mature trees, walking paths, and courtyards.

Ten six-story buildings occupy only a fraction of the site, leaving room for sunlight, air, and generous spacing between homes. Residents don’t simply look onto another building — many overlook expansive lawns and tree-lined paths, with the Manhattan skyline beyond from the higher floors. It is this relationship between architecture and landscape that gives the community its unmistakable character.
